Who Founded JEMS — and What the Name Actually Means

Horacio Silva started in insurance in 2011 with a straightforward conviction: the families in his community deserved someone who understood their language, their neighborhoods, and their options — not just someone who could sell them a plan.


JEMS is not a marketing acronym. It stands for Janae, Emily, Mia, and Silva — the initials of Horacio's own family. When he built this agency, he built it on a name he was accountable to. That accountability has not changed.


JEMS of Insurance Group was formally established in 2014. Over the next decade, it grew from a founder-led practice to a team of 21 licensed agents operating across Chicagoland — each one trained under the same standards Horacio set at the beginning, and each one supported by the same in-house team.

Meet the People Who Pick Up the Phone

Horacio Silva

President of JEMS of Insurance Group, Inc., an Integrity Partner Office.

Born and raised in the Chicago Land Area, of Immigrant Parents from Mexico. He began his career in the insurance industry in May 2011. After bouncing around with a few different organizations within the industry, trying to find his place in the marketplace, he finally found his niche in the senior market. After a few years as a top producing agent in the Medicare space and his profound passion for serving others, he decided to duplicate himself and started recruiting agents. Soon after, JEMS of Insurance Group was founded in 2014.


Today, JEMS of Insurance Group has 21 agents across the Chicago land area and surrounding suburbs. He has grown the agency serving the underserved Spanish market in our communities. Servicing their needs in the Medicare, Life, Retirement, and ACA space.


When Horacio is not working on the business, he enjoys spending time with his wife Marisol, their 3 daughters, and their dog. He is also very competitive and enjoys watching sports.  


Carmen

Carmen handles a significant share of our day-to-day client relationships — renewals, questions between appointments, and the kind of follow-through that keeps clients from falling through the cracks. She is bilingual, thorough, and genuinely invested in the clients she works with.

Amelia

Amelia manages client service alongside Carmen, bringing the same attention and continuity to every interaction. Our clients know her voice. That familiarity is intentional — it is how we run this office.


Together, Carmen and Amelia handle the majority of our ongoing client service. When you call us a year after enrollment, you are not starting over with a stranger. You are calling people who already know your situation.

JEMS is a fully independent broker. We are not contracted exclusively with any single insurance company, which means we can compare plans across multiple carriers and recommend what actually fits your situation — not what fits a quota.


In June 2024, JEMS became an Integrity Partner, affiliating with one of the largest field marketing organizations in the insurance industry. That affiliation expands the range of carriers and plan options we can offer our clients, while the standards and service model remain entirely our own.


We are also required by the Centers for Medicare and Medicaid Services to disclose that we represent multiple insurance organizations. We include that disclosure here and throughout our site because transparency is not a formality for us — it is how we operate.

More than 90% of the clients we serve are Spanish-speaking — drawn from the same neighborhoods our agents live and work in: Cicero, Berwyn, Aurora, Waukegan, Elgin, the Chicago South Side, and the surrounding communities. We did not build a bilingual agency as a marketing strategy. We built it because this is our community.


Our 21 licensed agents work under a shared set of values and a shared support infrastructure. Every client — regardless of which agent they work with — has access to the same in-house service team, the same carrier relationships, and the same standard of follow-through.


We have been here since 2011. We have grown every year without an acquisition, a rebrand, or a change in ownership. The same team, the same number, the same people at renewal.
